Winter Damage/Decline on a Honeylocust Tree

Winter Damage/Decline on a Honeylocust Tree. Observing the decline of this Honeylocust tree I see that more than half of the tree failed to ever leaf out in the spring. This indicates winter damage. During a warm spell in the winter months this tree started to send up water and nutrients. When the next freeze occurred the water inside the tree freezes and expands killing the tree tissue.
